Yes, that is the typhoon season, with September historically the worst. I prefer not to go during the rainy season either. Mindaneao Island, the Sulu Archipelago and Sulu Sea are not safe to travel to because of the terrorist groups. So you are not wrong, the whole far south of the Philippines should not be traveled to.
